新时期宁波市分区规划编制的创新与实践

摘要

分区规划作为承上启下的规划,发挥着落实总规、协调专项规划和指导控规的作用.在上海、武汉和重庆等国内大城市及特大城市的规划编制体系中,分区规划的作用越来越凸显.新时期,城乡规划编制管理面临新的形势和要求,分区规划的编制方法、思路与内容等需要不断创新.文章以宁波市城西片区分区规划为例,通过介绍规划编制的内容,从指导方向、工作方法、编制内容及规划管控上总结规划编制的特色与创新,试图构建起符合新时期要求的分区规划编制方法,以期为其他城市的分区规划编制提供案例参考.%District plan connects master plan, specialty plan, and regulatory plan. In Shanghai, Wuhan, Chongqing, and other metropolises, district plan is playing a more and more important role. In the new era, urban planning compilation needs innovation in concept, technique, and content. The paper introduces the content, character, and innovation of Chengxi district plan of Ningbo, sets a model of new compilation technique, and provides a reference for other cities.
