Based on multi-plan integration practice, the paper analyzes the characters of spatial planning in China, and indicates "one drawing" is the center of spatial plans. Spatial planning has problems of strategic consensus; spatial rights restructuring, singular governance etc. The emphases of spatial planning have transferred from coordination of land use and authority towards panoramic spatial governance. A spatial governance regulation is established to integrate regional and local development, vertical and horizontal spaces, and responsibility and incentives.%文章结合全国和广州市城市规划勘测设计研究院参与的"多规合一"及空间规划实践,详细分析了我国空间规划实践的特征,即"一张图"是空间规划共同关注的热点,空间规划的工作重心由用地协调、事权协调转向全域空间治理,当前空间规划工作面临着城市战略共识欠缺、空间规划事权重构和交叉冲突、空间治理的方式方法单一等问题,在对此进行研究的基础上,建立了空间规划共治规则,包括统筹区域和地方的发展规则、纵向传导和横向统筹的空间规则、责任与激励相结合的公平规则.
