Central government document on urban planning and construction in 2016 to gradually open built neighborhoods and Danwei compounds has made small block and dense network representative of open blocks. From human orientation concept,the paper analyzes the pros and cons of open blocks, indicates the importance of planning intervention for equal road rights with reference to global trend. Communities open not only to cars but also other multiple transports. The paper expands the concept of slow transport, discusses planning strategies of opening communities to pedestrians, and strategies of maintaining peace in open communities.%2016年颁布的《中共中央国务院关于进一步加强城市规划建设管理工作的若干意见》明确提出原则上不再建设封闭住宅小区,已建成的住宅小区和单位大院要逐步打开."小街区、密路网"空间布局一度成为开放社区的代名词.文章从以人为本的基本规划理念出发,对"小街区、密路网"空间布局的优缺点做出辨析;结合国际城市当前的交通规划发展趋势,说明规划干预对路权平等的重要作用,社区开放不应当只是对车的开放,而应当采取安宁化措施,确保对多种交通使用人群的平等开放.最后,文章在拓展"慢行交通"概念的基础上,分别探讨了既有封闭社区对步行和非机动交通开放的规划策略,以及新建开放社区中机动交通安宁化的规划策略.
