城市棕地环境修复与再开发规划的国际经验

摘要

The adjustment of industrial structure has caused shutdown,bankruptcy and displacement of many plants.The previously developed land may cause environmental hazards if not planned or developed properly.This paper firstly introduces three cases of brownfield remediation in western countries,concludes their planning procedure and redevelopment models:for open use,for ecological recovery,and for new industries;Then this paper comes up with suggestions for China's brownfield redevelopment from site investigation,environmental risk assessment,functional orientation and remediation strategy,planning and design,and environmental monitoring and improvement.%伴随我国城镇化进程的快速推进和产业结构的深入调整,大量工业企业被关停、破产或搬迁,遗留的工业棕地及其不合理规划开发易导致环境安全问题.文章首先通过梳理3个欧美国家城市棕地修复与再生的规划设计案例,分析国外棕地开发规划的流程,总结为3个主流的环境修复与再开发利用模式,即以开敞空间开发为导向的持续性修复,以工业遗产为依托的生态型修复和以新型产业为主导的置换型修复;其次,从场地环境调查、环境风险评估、功能定位与修复策略选择、耦合修复的规划设计以及后续环境监测与检讨完善等方面,对我国城市棕地再开发利用提出建议.
