Urban design, focusing on the spacial quality improvement and publicity and vitality activation, plays an increasingly important role as cities transfer from rapid expansion to "repair, adjustment, and renewal". The current mandatory implementation of urban design runs contrary to urban design values: communality, vitality, humanistic orientation, diversity, innovation etc. The paper reviews the potential problems of current implementation mechanism of urban design. Advocating the transformation from blueprint to action plan, and focusing on initiative and inductive implementation, the paper tries to build a systematic implementation path based on multi-stakeholder collaboration. Through the case study of urban design of Guanlan River ecological & cultural corridor in Shenzhen, the paper discusses the achievement and difficulties in the implementation and collaborative action, and provides a reference for the innovation of urban design implementation mechanism.%在存量发展阶段,城市由快速扩张转向"修补、调整和更新",使得致力于空间品质提升和公共活力激活的城市设计作用日益突出.当前,城市设计实施表现出单一的强制性实施特征,这与城市设计遵循的"活力公共、人本回归、多元创新"等理念背道而驰.文章检讨了当前城市设计的实施机制与潜在问题,倡导从静态蓝图向实施行动转变,注重设计实施的主动性和诱致性,构建基于多方协作与共同行动的系统性实施路径,并以深圳观澜河生态文化走廊规划设计为例,探讨实施组织和协作行动中的成效与困境,以期为城市设计实施机制创新提供借鉴.
