人民性:微易行动在新一轮总体规划中的落实与思考

摘要

回归人民性是新时期城市规划编制的基本要求,新一轮城市总体规划编制如何体现人民性是当前值得研究的一项课题.文章提出新一轮总体规划应在直面存量强约束的基础上,把与人民切身利益相关的微易行动纳入其中,并结合汕头总体规划编制实践,提出总体规划需要从精准识别形成项目集合、精细引导给出具体指引和精巧设计建立反馈机制三个方面来落实微易行动,以体现城市规划的人民性.%Returning to people-oriented is the basic requirement of urban planning in the new era.How to reflect people-oriented is a new topic in the new urban master plan.Based on the strong force of constraint of stock-land,the paper brings micro-action into Shangtou urban master plan,practices the micro-action by items gather,specific guidance and feedback mechanism,reflect the people-oriented planning.
