特色小镇城乡总体规划编制思路探索——以南京市汤山街道城乡总体规划为例

Originated in Zhejiang and now a national policy,characteristic town has become an important approach in promoting new urbanization.The integration of characteristic towns planning and China's planning system is still in exploration.The paper takes Tangshan street in Nanjing as an example,considers the relation of human-land,urban-rural,and scale,discusses issues including balance between tourism development and environmental protection,conflict between living and working,and reorganization of socio-economic space.%特色小镇建设是在新常态下由浙江省率先提出继而上升到国家层面的一项战略措施,是我国深入推进新型城镇化的重要实践.当前,建制镇模式特色小镇的发展建设与我国现行规划体系的有效契合仍在探索阶段.文章以南京市汤山为例,结合当下特色小镇建设的背景环境,从人地关系、城乡关系和尺度关系三个角度出发,对旅游小镇的城乡总体规划如何解决旅游业发展与资源环境的保护和开发、原有社区居民的安置和就业之间的矛盾,以及如何重组社会经济空间尺度,进行了梳理和总结,以期为特色小镇的总体规划编制提供借鉴.
