我国小城市垃圾问题对策研究--试论政府责任及城市垃圾综合管理体系

摘要

After expounding problems of undersupply on public service of waste in small cities, it is concluded that institutional innovation is the key way, which is to structure an integrated management system with perfect legislation, multi-dimensional cooperation and effective supervision.%　　在对我国小城市垃圾处理服务供给现状不足及原因分析的基础上，提出解决小城市垃圾问题的根本之道在于制度创新——构建城市垃圾综合管理体系，其核心是健全的法规规范、“一主多元协作型”体制、有效的监督管理体制。
