荷兰兰斯塔德地区是多中心城市的典型代表，自1960年代开始该地区就在区域发展环境的变革中不断调整城市发展策略。本文对指引兰斯塔德发展的五次空间规划政策文件进行了较为全面的梳理，对其制定的背景、内容和实施效果展开论述。通过对空间规划政策文件较为全面的了解，不难发现荷兰在城市规划管理方面协商的特点，其区域规划思考程序和操作、方案比较和选择以及实施保障和协调都值得我们借鉴。%The Randstad in Netherlands is the typical example for the polycentric urban region. It has been adjusting its development strategies with the transformation of the regional environment since the 1960’ s. This paper elaborates the process of the five policy documents on spatial planning for the Randstad and explains the background, content and effect of the documents. With the understanding of the documents, it is easy to find out the consulting characteristic of the plan in Netherlands. And it is worthy of learning from the aspects of cognitive programming and operation, plan comparison and choice, implementation assurance and coordination.
