美国辅助公交发展政策初探

摘要

Manybig cities in China are facing the increasing conlfict between the public transportation demand and the public transportation service mode simplification. In this paper, the policy and development course of USA paratransit are discussed. Meanwhile, we have also analyzed the paratransit service mode which USA adopted by this stage and the applicability. This paper shows that the core in developing paratransit are the reasonable function position,provision of customized bus service for the travel characteristics, income level and service demand of similar groupsunder different land development and trafifc environment. The development of domestic paratransit is still at the primary stage. This paper aims to summarize experiences and lessons of USA paratransit developmentto inspire the development of domestic paratransit.%国内大城市公共交通出行需求多样化与其服务模式单一化之间的矛盾日益突出。本文对美国发展辅助公交的政策和历程展开了探讨，同时也对美国现阶段所采用的辅助公交形式的服务模式和适用性进行了分析。文章指出，发展辅助公交的核心是合理定位，在不同的土地开发和交通环境下，为出行特征、收入水平以及服务需求相似的群体提供量身定制的公交服务。国内辅助公交的发展还处于初级阶段，本文希望通过总结美国辅助公交发展经验和教训，对国内辅助公交发展有所启发。
