以体制创新推动“多规合一”--以佛山市顺德区为例

" Multi-planning integrated " has become the inexorable trend of coordinating the three problems below. They are connection of multi-department under “the segmentation of trap and block”, interest demanding of multi-parties, restraining of space resources and the expanding of Gini Coefifcient. Therefore, institutional innovation and the urban planning public policy must be used to constraint the right and obligation of spatial entities. A series of administrative system reform of Shunde District, Foshan City, the multi-dimension reconstruction for urban planning management rights, has provided new path to improve the quality of urbanization and regional development as a whole. This paper summarizes the characteristics of planning management about Shunde District of Foshan City . Based upon these, this paper put forward the "area as a whole" mode, the scheme of organizational restructuring for urban planning management department and the reengineering of its business process.%“多规合一”成为转型期协调“条块分割”下多部门规划衔接、多元主体利益诉求和东部城市应对空间资源紧约束、基尼系数扩大等问题的必然趋势，为此，规划管理领域必须进行体制创新，利用城乡规划公共政策属性加强空间主体权责约束。大部制以来，佛山市顺德区的一系列行政体制改革，对城市规划管理权限进行了多维重构，为提高城市化质量和统筹区域发展提供了新路径，本文总结了顺德规划管理特征，提出了“片区统筹”模式及城乡规划管理机构重组和业务流程再造的方案。
