城镇土地存量规划的国际经验及其启示

         

摘要

According to the roles that the stakeholders play in the redevelopment process, the international experience of land inventory planning can be summarized as three kinds of basic modes: top-down, bottom-up and public-private partnerships. This article selects land adjustment (Japan), city gentrification (UK) and brownfield redevelopment (USA) to describe and analyze the experience of land inventory planning. Land readjustment can significantly reduce land redevelopment costs and which is adapted to modern society. Gentrification emphasizes the important role of industrial upgrading and cultural factors in land development, which cannot be ignored in the process of urban renewal. Public-private partnerships was widely applied to the redevelopment of contaminated industrial sites in western countries, which is an efficient and effective mode of land redevelopment. Respecting for property rights, public-private coordination and excellent institution are the general rules of successful inventory planning.%按照再开发过程中利益主体的作用,本文将城镇土地存量规划的国际经验概括为自上而下、自下而上和公私合作三种基本模式,分别选取土地重划、城市绅士化和棕地再开发的经验进行阐述和分析.土地重划可以显著降低土地再开发的成本,是适应现代社会私有产权保护的存量规划手段.城市绅士化强调产业升级和文化因素在土地再开发中的重要作用,是旧城更新中不可忽视的规划模式.棕地再开发探索出的公私合作机制被西方国家广泛地应用于污染工业用地再开发中,是一种效率较高、成效较好的存量规划技术.完善制度、公私协调、尊重产权是土地存量规划成功经验的一般规律,也是我国面对城市土地存量规划需要重点努力的方向.
