浙江省湿地资源现状及保护管理对策

摘要

The second investigation on wetland resources in Zhejiang province demonstrated that there are 10042 wetland patches with unit area of 8ha,total wetland area of 1.11 million hectares.There are 23 types of 5 categories wetland.The result indicated that there are 1482 species of higher plants,belonging to 181 families and 640 genera,1107 species of animals,belonging to 69 orders and 270 families.Ten protection areas,eight national wetland parks,three national urban wetland parks and twelve provincial wetland parks were established in the province.Wetland Conservation Plan of Zhejiang (2006-2020) was published.The investigation showed many challenges such as too many management institutions,difficult coordination,insufficient studies and input,etc.Countermeasures were put forwarded.%根据浙江省第二次湿地资源调查,浙江省有单块8hm2以上的湿地斑块10042块,共有湿地面积111.01万hm2,湿地类型有5类23型;有湿地高等植物1482种,隶属181科640属,湿地动物69目270科1107种.在湿地资源保护方面,建立了系统化的保护管理机构,建立了10个湿地及与湿地有关的保护区、8个国家湿地公园、3个国家城市湿地公园、12个省级湿地公园;颁布了《浙江省湿地保护规划(2006-2020年)》;存在利益部门多、协调难度大,基础性研究与监测薄弱、湿地保护资金投入不足、滩涂资源过度围垦、生物入侵严重等问题;提出了严格管理,试行湿地生态效益补偿制度的发展对策.
