龙泉市生态公益林管护模式与效益分析

摘要

There are 108, 307.7 hm2 national and provincial ecological forest constructed in Longquan, Zhejiang province from 2000. Many effective measures of management and protection have been implemented, such as annual target responsibility assessment by 3-levels(city, towns and villages), 3-levels forest protection network system, contract with collective or individual forester, ecological forest compensation, etc. About 14 years later, ecological forest in Longquan have more stand volume, better ecological benefit, richer biodiversity and faster forest tourism.%龙泉市自2000年起至今已规划建设国家级和省级重点生态公益林108307.7 hm2，在管护过程中通过采取落实市、乡镇和行政村三级年度目标责任考核，建立三级护林网络体系，健全护林员监测管护网络，与集体或个体林农签订经营生态公益林合同，落实生态公益林损失补偿金等措施，在林木蓄积量、森林生态系统服务价值、生物多样性、森林火灾和病虫害防治等方面取得了明显的效果，提出了在生态公益林损失补偿金的筹措和分配以及生态公益林经营管理等方面存在的一些问题。
