基于危化品水上运输监管平台的流程标准体系研究

摘要

With the rapid increase of the waterborne hazardous and chemical materials ,the corresponding safety has drawn great attention of relevant regulatory authority .It is also well recognized that enhancing the monitoring capability by establishing a nationwide unified monitoring platform for waterborne hazardous and chemical materials is very impor -tant .Due to the fact that such a platform involves exchanging the data from the national ,provincial and local levels and they have different information infrastructure and data exchange features ,a single data exchange standard cannot be used . Therefore ,a data exchange standard system suitable for the national monitoring platform of waterborne hazardous and chemical materials is presented ,based on the data exchange standard of RosettaNet and ebXML .%随着危化品水上运输的快速发展，其安全监管问题引起相关监管部门的高度重视，建立全国统一的危化品水上运输监管平台对提升监管部门的安全监管能力极其重要。由于该平台涉及国家、省、地方3级平台之间的数据交换，不同层级的信息化建设程度不一，数据交换特征不同，无法采用单一的数据交换标准。基于对面向流程标准的 RosettaNet 和 ebXML 2种数据交换标准的研究比较，结合全国危化品水上运输监管平台自身数据交换的特点，提出了适合全国危化品水上运输监管平台的数据交换标准体系。通过结合 RosettaNet 标准的 PIPs 体系和 ebXML 标准的框架优势，建立了适合危化品水上运输监管平台的流程标准体系。
