为更好的了解我国吸引留学人员回国创业的政策环境，文章运用政策文本分析技术，根据Gnyawali&Fogel的创业环境框架和GEM创业环境模型，对各项政策从人员要求和优惠措施两方面对留学人员创业政策进行内容分析。以创业环境要素为参照来了解和掌握现行政策措施的状态、结构、分布、梯度以及在不同地区和行政级别的集中度或离散度。研究共收集到创业政策880项，其中适用于留学人员回国创业的各层次政策513项，在此基础上对留学回国创业人员要求和创业享受的优惠措施进行编码分析。同时，文章最后对进一步完善我国吸引留学人员回国创业政策工作提出了几点建议。%For a better understanding the entrepreneurial policy environment about how China Government attract returned overseas. The Study used the policy content analysis methods based on the GEM entrepreneurial environment modeling and Gnyawali & Fogel entrepreneurial framework, coded and analysis the policies from two aspects of personnel requirements and preferential measures. With the entrepreneurial environment elements as a reference to understand and master the current policy measures of state, structure, distribue-tion, gradient and in different regions and administrative levels of concentration or dispersion. The Study collected a total of ntrepreneurship policy 880, which apply to all levels of policy for returned overseas business 513, on the basis of the preferential measures returned entrepreneurship personnel requirements and entrepreneurial enjoy the code analysis. The study concludes with some suggestions on further perfecting our country attract returnees entrepreneurship policy work.
