区域创新极培育能力综合评价研究

摘要

在经济全球化和知识经济的背景下,创新极已经成为区域经济、社会发展的主要驱动力,培育和壮大创新极已经成为促进产业升级、推动经济发展的重要举措.文章基于区域创新系统是由多创新极共生的复杂演化系统的观点,认为区域创新系统的功能是识别并培育区域创新极.基于此,首先给出区域创新极的内涵,并进一步梳理现有的文献,将区域创新极培育能力的组成因素概括为产业创新活力、区域知识支撑水平、区域创新极培育环境、区域经济发展水平四个方面.进而围绕创新极培育能力的组成要素构建综合评价指标体系,通过聚类分析与主成分分析相结合的方法对我国中东部11个省份的创新极培育能力强弱程度进行排名以及分类.最后对研究结果进行了分析和探讨,分析区域间培育能力存在差异的原因,提出了提高区域创新极培育能力的政策建议,并对区域创新极培育的研究以及培育能力的研究作了进一步的展望.%Under the background of economic globalization and knowledge economy, innovation pole has become the main driving force of regional economic and social development. To cultivate and strengthen innovation poles has become the important measure to promote industrial upgrading and economic development. Based on the viewpoint that the regional innovation system is the symbiosis evolution model of innovation poles, this paper points out that the function of regional innovation system is to identify and foster regional innovation poles. This paper firstly defines the connotation of regional innovation poles, with further combining existing literature, and comes up with the four factors of innovation poles capacity, including the industrial innovation vigor, the regional knowledge support level, the nurturing environment of innovation poles and the regional economic development level.
