The National Plan for Public Library Development during the 12 th Five-Year Plan Period is the first medium and long-term development plan made by the national government authority since the founding of PRC.The government-led plan,consisting of 4 parts in foundations for development,general thinking,major tasks and guarantee measures,has proposed 10 fundamental strategic themes in developing the public library system,including construction of facilities network,construction of the guarantee system in document and information resources,upgrading service capabilities,research and application of new technologies,institutionalization and standardization,building expertise team,preposition of a range of specific quantitative indexes in clarifying the development of public library during the 12 th Five-Year Plan period and even a longer phase in the future.
