儿童权利理论是公共图书馆未成年人服务的基本理论之一。我国公共图书馆未成年人服务实践中，儿童权利涉及三个主题：①儿童的平等权利，讨论图书馆及其资源对未成年人开放，平等地服务于未成年人的问题；②图书馆服务中的儿童优先，阐述儿童优先原则在服务中的应用，以及未成年人服务安全的问题；③对所有儿童平等服务．讨论开展多样化服务和服务设计与实施中向特殊人群倾斜的问题。参考文献24。%One of important theories is principle of children's fights in public library service for minors.
