示范区创建中深化“苏州模式”的制度设计研究

摘要

The main-branch library system of Suzhou Library is a collaboration-based full delegation model; although this pattern avoided some systematic obstacles to some extent, achieving some degree of convenience and efficiency, “gov- ernment-leadership” remains unachieved. The demonstration plot construction project has created condition to create gov- ernment leadership and to form regulations. We need seize this opportunity, use the experiences from the main-branch li- brary system, and learn the patterns of the main-branch library system to design the new model of main-branch library sys- tem of Suzhou, to realize the govemment leadership and form regulations, ltab. 14refs.%苏州图书馆的总分馆是一种在合作基础上的全委托模式，在一定程度上绕开了体制的障碍，彰显了总分馆在服务上的方便快捷和经济高效，但“政府主导”这一最基本的问题一直没有得到解决。示范区的创建给苏州的总分馆实现政府主导、形成制度创造了条件。抓住配合起草创建示范区文件的良机．总结在总分馆建设上的成功经验，遵循总分馆制本身客观规律，结合苏州的实际，进一步创新思路，设计了苏州总分馆的“新模式”，从制度上实现政府主导。表1。参考文献14。
