江苏沿海开发进程的回顾与思考

摘要

Jiangsu coastal development has experienced a four-stage process from selected point development to large area extension to qualitative transformation to qualitative upgrading ,showing a stepwise progress in terms of developing process and effect .However ,in horizontal comparison ,the gap with other coastal areas is still considerable ,with striking character-istics of“3 Change&3 Coexist” .In order to realize the leapfrog development of the coastal areas of Jiangsu province ,ob-tain decision support and grasp the opportunities and challenges ,a scientific evaluation with the eye of history and strategic vision is a must .%江苏沿海开发历程经过点的开发、面的扩展、质的转型和质的提升四个阶段，开发进程和开发成效都呈阶梯式递进。但与沿海其他地区横向比，开发差距明显，“三化三并存”特点突出。要以历史的眼光和战略的视野，科学评价江苏沿海开发的历程，准确把握江苏沿海开发面临的机遇与挑战，为实现新阶段江苏沿海开发的新跨越提供决策支持。
