外商直接投资企业对京津冀大气环境的影响研究

摘要

According to urban air quality reported by the environmental protection agency in 2014, days reaching the standard mark of 13 cities of Beijing-Tianjin-Hebei region is 42.8%, average number of heavy pollution days is 17% or above, and 11.4% higher than the national 74 cities. The annual concentration of PM2.5 of Beijing-Tianjin-Hebei region is 93 micrograms per cubic meter, 12 cities are out of limits. The atmospheric pollution of Beijing-Tianjin-Hebei is most serious in China. Foreign direct investment enterprises promoted the economic growth in Beijing-Tianjin-Hebei, at the same time, they also had a great influence on atmospheric environment. Therefore, we must increase the introduction of advanced environmental protection technology and equipment of the renewable energy and clean energy and channel, optimize the industrial structure of foreign investment. Government should strict the law enforcement, using laws and regulations "reversed forced" transformation and upgrading of traditional foreign companies.%据环保部2014年城市空气质量报告显示，京津冀地区13个城市达标天数比例平均为42.8%，重度及以上污染天数比例为17%，高于全国74个城市11.4个百分点。京津冀地区PM2.5年均浓度为93微克/立方米，12个城市超标，京津冀成为中国大气污染最严重的地区，外商直接投资企业在促进京津冀经济增长的同时也对大气环境造成了较大影响。为此，必须加大再生能源与清洁能源和先进环保科技与设备的引资及引进，优化外商投资产业结构。政府要严格执法，用法律、法规“倒逼”传统外资企业转型升级。
