基于物理-事理-人理(WSR)系统方法论的TOT项目综合集成管理研究——以水电能源项目为例

         

摘要

水电能源项目是关系国计民生的重要工程,具有投资资金巨大、建设周期长、融资风险高等特点,TOT融资模式为其提供了一种新型的融资渠道.目前的TOT融资多是简单地进行项目融资,由于缺乏系统考虑,致使很多项目进行了一段时间之后,由于种种原因不得不中途停止或者项目利益相关方为其付出巨大的代价.将具有东方系统方法论特色的物理-事理-人理(WSR)系统方法论引进到TOT项目管理中来,尝试建立基于物理-事理-人理(WSR)系统方法论的TOT项目综合集成管理三维模型,将TOT项目管理的各方面利用系统论的观点有机地联系起来,实现TOT项目的综合集成管理.为检验集成管理的效果,建立了综合集成评价定量分析模型.%The hydropower project is beneficial to the people' s livelihood and is characterized by large investment, long construction period and high financing risk. The TOT financing mode provides a new kind of financing channel. However, the current TOT project financing is a simple project financing. The lack of consideration of systems results in obligatory midway stop of projects or payment of huge cost by project stakeholders after operation of a period of time because of various reasons. The WSR system methodology with oriental characteristics is introduced into the management of TOT projects. On such a basis, a three-dimensional model for the integrated management of TOT projects is established. All the aspects for the management of TOT projects are organically correlated from a perspective of the system theory so as to achieve their integrated management. In order to validate the effectiveness of the integrated management, a quantitative analysis model for the integrated evaluation is established.
