美国突发性水污染事故应急处理机制对我国的启示

摘要

The characteristics of the treatment mechanism of emergent water pollution accidents in the USA are analyzed from the following three aspects; legal system, institutional building and damage relief mode. The defects in the treatment mechanism of emergent water pollution accidents in China are discussed. The inspiration of the treatment mechanism of emergent water pollution accidents in the USA to that in China is put forward. The treatment mechanism of emergent water pollution accidents in China is improved from the perspectives of enacting "Treatment act of emergent water pollution accidents", building command and coordination institutions of river basins and constructing diversified pollution damage relief system.%分析美国突发性水污染事故应急处理机制的法律制度、机构建设、损害救济模式3个方面的特点,剖析我国突发性水污染事故应急处理机制存在的缺陷,总结提出美国突发性水污染事故应急处理机制对我国的启示,从出台《中华人民共和国突发性水污染事故应对法》、建立流域性指挥协调机构、构建多元化的污染损害救济制度3个方面来完善我国突发性水污染事故应急处理机制.
