The comprehensive evaluation system for competitiveness of port cities is established from four aspects of economy, society, environment and port resources. The competitive powers of three major coastal port cites in Jiangsu Province, Yancheng, Lianyungang and Nantong, are evaluated by using the principal component analysis, and they are comparatively analyzed with 12 coastal port cities first opened in China at different levels. The results show that the three major cities in Jiangsu Province rank in the middle and lower level of the sample cities, and they have large differences with the leading cities. Finally, some policy recommendations are proposed to improve the competitiveness of coastal port cities based on the construction of "One Belt and One Road".%从经济系统、社会系统、环境系统以及港口资源四方面构建港口城市竞争力综合评价体系,运用主成分分析法对江苏省盐城、连云港、南通三大沿海港口城市进行竞争力评价,并与我国第一批开放的其他12个不同层次沿海港口城市进行比较分析.结果表明,江苏省盐城、连云港、南通三市主要处于15个样本城市的中下游水平,在各方面都与领先的梯队城市存在着较大的差距.最后从对接"一带一路"战略建设的视角提出优化港口城市竞争力的政策建议.
