生产要素参与收入分配的问题与对策--基于江苏省的研究

摘要

当前江苏省同全国一样在收入分配领域仍存在着一些问题，如居民收入分配增幅低于经济增长、劳动所得占国民生产总值的比重低于资本所得所占的比重、城乡收入差距扩大、各要素对产出的贡献度难以计量、人力资源市场培育不足等。改善生产要素参与收入分配机制需要树立正确的分配观念、采取有效措施合理确定各种要素贡献度、重视提高劳动报酬的比重、加快人力资源市场的培育、加强法制建设，营造公平竞争的环境。%Nowadays,there still exist some problems in the income distribution in Jiangsu province as well as in China.For instance,lower growth speed of residents′income distribution than that of the economy,lower proportion of labor income share of GDP than that of the capital,larger income gap between unban and rural areas,difficulty in measurement of the contribution of every factor to the output and the lack of human resources market cultivation. Hence,in order to change the current situation,we should establish correct viewpoints of distribution,take effec-tive steps to measure every factor′s contribution,pay more attention to increasing the proportion of labor pays,boost the cultivation of human resources market and legislation and to create an environment of fair competition.
