浅谈基于安全文化的煤矿安全管理

摘要

上湾煤矿将风险预控体系应用和安全文化建设融合式开展,从理念培育、风险评估、重点环节管控、隐患排查、行为安全管理、事件事故管控、绩效考核等方面进行理论与实践深度融合.应用体系方法促进职工安全意识提高、行为规范的养成,应用文化的力量促进体系的进一步深化,实现两者相互渗透、共同推进,建立千万吨级煤矿的安全生产长效机制.%Shangwan Coal Mine carried out the safety culture construction and the risk pre-control management system at the same time.It made the theory and the practice deeply integrated from the fostering concept and controlling important links and screening hidden trouble and examining performance, etc.The risk pre-control management system promoted the improving of safety awareness and cultivating of the standard behavior and the safety culture promoted the application of the management system more deeply.It realized that the safety culture and the management system advancing together and promoting each other and established long-term mechanism of safety production in the coal mine of 10-million-ton.
