环境约束下火电企业全要素能源效率及减排潜力

         

摘要

Aiming at accurately measuring total factor energy efficiency and emission reduction potential of coal-fired power plant under constraint of environment,a total factor energy efficiency and emission reduction potential model is constructed based on the introduction of environmental production technology and direction distance function.Total-factor energy efficiency and emission reduction potential of 13 large-scale coal-fired power plants in Hebei Province over the period of 2009 to 2011 have been measured based on the survey data.Energy efficiency is divided into economic performance and environmental performance.Empirical results show that during 2009 ~2011,the overall total factor energy efficiency of sample power plants had a descending trend,and the sample power plants had a huge potential to reduce emission reduction and every year emission reduction could be reduced by around 16% on the average.Significant plant disparities of energy efficiency and emission reduction potential exist.Total-factor energy efficiency and emission reduction of coal-fired power plant with high parameters and large capacity coal-fired power generation unit whose "Catch-up effect" is relatively obvious are generally higher.Environmental performance has greater negative impacts on energy efficiency.Finally,some suggestions are made,which is expected to increase the efficiency level of coal-fired power plants in Hebei Province.%为准确测算环境约束下火电企业的全要素能源效率和减排潜力,在引入环境生产技术和方向距离函数的基础上,构建了火电企业全要素能源效率和减排潜力模型.基于调研数据测算了河北省13家大型火电企业2009~ 2011年间的全要素能源效率和减排潜力,进一步将能源效率分解为经济效率和环境效率进行分析.结果表明:2009~2011年间,样本火电企业整体全要素能源效率呈现下降趋势,减排潜力较大.在现有技术水平下,每年平均约有16%的可降空间.不同火电企业全要素能源效率和减排潜力均存在较大差异,拥有高参数大容量燃煤发电机组的企业能源效率普遍较高,“追赶效应”相对明显.相对于经济效率,环境效率对火电企业全要素能源效率的负面影响更大.提出相关建议,以期有效提升样本火电企业的能效水平.
