浅谈突发性环境污染事故的应急监测预案

摘要

日本福岛核电厂由于地震引起的海啸发生放射性物质外泄事故，从而引发对于突发性环境污染事故的处理处置的关注，以突发性环境污染事故救援工作和应急处理处置的关键——应急监测入手，阐述了应急监测的基本、特殊要求和任务，具体说明了制定应急监测预案及预案的基本步骤和相关组织机构的职责，进一步明确了突发性环境污染事故应急监测预案在应急监测中的重要性，拟为突发性环境污染事故应急监测工作及应急监测预案的编制今后的理论与应用研究提供参考。%The radioactive material leakage at the Fukushima Nuclear Power Plant caused by the earthquake and tsunami has drawn general attentions to the disposal of sudden environmental pollution accidents and the key factor of emergency treatment and disposal - Emergency Monitoring. This paper describes the basis of emergency monitoring, special requirements and tasks, speci- fies the basic steps and responsibilities of the relevant organizations and institutions of the emergency monitoring plans, and then further defines the importance of emergency monitoring in sudden environmental pollution monitoring and emergency contingency plans. This paper will provide reference to the monitoring of sudden environmental pollution emergency as well as to the theory and application of sudden emergency plan compiling in the future.
