基于户籍新政解构下农业转移人口市民化推进路径的重构

摘要

The household registration system is both the most basic aspect and the threshold that can not be avoided in the process of citizenization. Therefore,we must further deepen the reform of household registration system. The new policy of the household registration system reform formally issued on July 30,2014,will help to eliminate the negative impact of the traditional household registration system on population migration,and become the vital guarantee during the course of the transfer of agricultural population to citizenization. Thus,we should reconstruct the propelling path of the transfer of agricultural population to citizenization by deconstructing the new policy of household registration and centering on the propulsion mechanism of “standardized and orderly,people-oriented,adaptation to local conditions,supporting co-ordination”.%户籍制度是市民化过程中一个最基本的方面和绕不开的门槛，因此，必须进一步深化户籍制度改革。2014年7月30日，户籍改革新政的正式出台，将有利于消除传统户籍制度对人口迁移流动的负面影响，成为推进农业转移人口市民化进程的重要保障。由此，通过对户籍新政的解构，围绕“规范有序、以人为本、因地制宜、统筹配套”的推进机理，重构出农业转移人口市民化的推进路径。
