住房公共维修资金利用存在的问题及对策研究

摘要

The big contradiction existed in China residential public maintenance funds,while the maintenance funds has collected more than one trillion,lots of old dilapidated houses haven't been repaired. On the basis of analyzing inefficiency problems and reasons in utilization of residential public maintenance funds,the paper starts from public welfare property of maintenance funds,follows the law of general public goods,studies the reform countermeasures of maintenance funds from aspects of property rights definition,regulations construction, government regulation,classification management,information publication,incentives,third-party supervision, appreciation and so on,makes some prospects on effective operation of maintenance funds after the reform.%我国目前已归集的万亿元住房公共维修资金与所存在的老旧危房修缮不足形成严重矛盾.在分析住房公共维修资金利用低效问题及成因的基础上,从住房公共维修资金的公益属性出发,研究其产权界定、法规建设、政府监管、分类管理、信息公开、业主激励、第三方监督、保值增值等方面的改革对策,并展望住房公共维修资金有效率运行的前景.
