公共建筑能效交易机制的完善研究

摘要

从公共建筑负外部性化解原理入手,构建交易双方谈判模型,分析能效交易的耦合机理和市场调控机制,研究认为价格和限额是调控核心、合理制度框架是推进关键,并提出公共建筑能效交易机制的推广策略.%Starting from the public buildings' negative externalities resolving principle,the paper builds a negotiation model to analyze the coupling mechanism of the public building energy efficiency transaction and the market controlling mechanism. The results show that price and limits are the core of controlling the transaction market,reasonable institutional framework is the key of promoting transaction. On the basis of the above analysis,provides suggestions for the extension of transaction mechanism of public building energy efficiency.
