杠杆租赁在PPP项目中运用模式研究

摘要

阐述杠杆租赁运作模式、特点与障碍,从角色合并、可经营性以及可移交方面分析杠杆租赁应用于PPP项目的可能性条件,设计杠杆租赁在特许经营类、私有化类PPP项目中的应用模式,结合上海莘庄燃气改造项目的案例设计分析,证实杠杆租赁模式可带来各方效益的提升.%Firstly,the paper expounds the operating model,features and obstacles of the leveraged lease, analyzes the possibility of leveraged lease applied in PPP projects from the aspects of role combination,operating and transferring,and designs the application model of leveraged lease in franchise and private PPP project. Then,combined the case of Shanghai Xinzhuang gas reconstruction project,approves that leveraged lease in PPP project mayenhance the benefit of all parties.
