基于相对剥夺感指标的住房分配公平评价

摘要

The paper constructs the housing relative deprivation index for evaluating the degree of housing distribution fairness among China’s urban households,and analyzes tegional differences of housing distribution fairness. Results show that there has been a decline of housing distribution fairness in urban from 2008 to 2013. Eastern and Western regions suffered a greater decline of housing distribution fairness in the pastfive years. And housing distribution in Central region was fairer than that in Eastern and Western regions. The government should improve housing security and housing provident fund to improve the housing conditions of low-income housing difficult families and promote fairness of housing distribution.%构建住房相对剥夺感指标，评价中国城镇居民家庭住房分配公平的状况，并分析区域间住房分配公平程度的差异。结果表明从2008年至2013年，我国城镇家庭住房分配公平程度有所下降，东、西部地区住房分配公平程度的下降幅度较大，中部地区的住房分配较东、西部地区相对公平。政府应进一步做好住房保障工作，充分发挥住房公积金的作用，改善中低收入住房困难家庭的住房条件，促进住房分配公平。
