PPP项目招投标阶段风险分担研究

摘要

Based on the identification of main risk factors in the bidding phase of PPP projects,according to the principle of equity in risk-sharing,the principle of minimum risk cost,the principle of equal venture and income, and the principle of negligence,gets the result of bidding phase risk-sharing in PPP model:the political risk is borne by the public sector,the moral hazard is borne by responsible party,the engineering bid risk is borne by social investors;economic risk is borne by both parties.%在对PPP项目招投标阶段主要风险因素识别的基础上，依据风险分担的公平原则、风险成本最小原则、风险收益对等原则、过失原则，得出PPP模式项目招投标阶段风险分担结果：政治风险由公共部门承担，道德风险由导致者承担，工程投标风险由社会投资者承担，经济风险由双方共同承担。
