基于公众感知的PPP项目收益分配模型研究

         

摘要

The public as the user of public product or service have a significant impact on the success of the PPP project. The paper introduces the customer perception of marketing into the public perception of public projects from the public point of view,explores the influence mechanism of public perception on public value and quantifies the indicators. Then,sets up the three-party profit distribution model between the government-private-public based on the public perception,puts the public revenue as a resource element into the next perception interval,which fundamentally constrain the stakeholders protect the public welfare of public projects.%公众作为公共产品或服务的使用对象,对PPP项目的成功产生重要影响.从公众角度出发,将顾客感知引用到公共项目公众感知中,探讨公众感知对公共价值的影响机理,同时对公众感知驱动因素进行指标量化.基于公众感知建立PPP项目政府、社会资本和公众的三方收益分配模型,并将公众收益作为资源要素投入到下一感知时段,从根本上约束利益相关方以保障公共项目公益性.
