基于Open XML的应急预案数字化方法

         

摘要

Most of the existing Emergency Plans (EPs) are ill-structured and lack of standardization, which can not meet the requirements of the digital EP management. The idea of component designing is introduced to structure the content of EPs and a XML-based description model is proposed to describe the business data of the EPs. Then digital EPs are generated based on Open XML international standard integrated with XML model. In the end, a case of national economy mobilization comprehensive e-mergency plans is given to verify the flexibility of the approach. The experimental results show that digital EPs generated by this approach realize the separation of template and business data explicitly, which is contribute to expand and modify emergency template independently, verify the filled business data and make the EPs retrieval deep into business data.%针对目前静态文本应急预案的非结构化问题,引入组件化设计思想结构化预案内容,建立XML描述模型数字化预案业务数据,最后基于Open XML国际标准生成数字化应急预案,并以国民经济动员综合预案为例验证了该方法的可行性.实验结果表明,基于本方法生成的数字化应急预案有效地实现了预案模板和预案业务数据的分离,有利于预案模板的独立扩充和修改,有利于校验填写的预案业务数据,并使预案检索可深入预案业务数据.
