“健康中国”成为国家战略,其伦理意蕴和价值表现在:第一,超越了“医疗”与“卫生”的手段善、结果善和外在善,确立了“健康”的目的善、自身善和内在善的终极性的价值地位;第二,为“健康道德”建设和“健康伦理学”发展提供了很好的机遇和氛围,有利于不同社会主体明确其健康道德责任;第三,有利于破除现行医疗卫生制度运行中“公益性及其回归主体不清”的伦理难题.%" Healthy China" has been a national strategy,of which ethical implications and values manifest in the following aspects:firstly,it surpassed the instrumental good,resultant good and extrinsic good of medicine and health,and eventually established the ultimate value position of health as objective good,itself good and intrinsicgood;secondly,the strategy provided a good opportunity and atmosphere to develop the health morality and health ethics,which is beneficial to the different social subjects to clarify their moral responsibility for the health;thirdly,the strategy is beneficial to breaking the ethical dilemma in the current healthcare system,for example,the nature of welfare and its regression objective is unclear.
