我国基本药物制度立法必要性与可行性分析

摘要

Objectives: To discuss the necessity and feasibility of legislation on essential drug system in China and to present legislative models and framework. Methods: Problems that exist in essential medicine system were summarized and the foundations and reference of legislation on essential drug system in China were analyzed. Results and Conclusions: Legislation on essential drug system in China should be quickened and relative supporting measures should be also developed to improve the enforcement and maneuverability of essential medicine system and the demands for essential drug of publics will be matched.%目的:探讨我国基本药物制度立法的必要性与可行性,提出立法模式及立法框架.方法:对基本药物制度实施体系存在的问题进行归纳,对基本药物制度的立法基础和立法参考进行分析.结果与结论:国家有关部门应加强对我国基本药物制度的立法工作,并制定具体的配套措施,从根本上提高基本药物制度的强制力和可操作性,满足社会公众的基本用药需求.
