公立医院联姻社会资本现状及完善对策研究

摘要

Policies about encouraging private assets investing in public hospital is difficult to implement due to the dilemma of various medical service demands and the shortage of capital. New mode such as public private participation in hospital investment is on the schedule of healthcare reform. Based on the concept analysis of public private participation in hospital, problems and experience in China and foreign countries are discussed and relative suggestions are also presented.%政府为鼓励社会资本投资公立医院屡屡出台相应政策，可公立医院面临病患需求多样与发展资金短缺的两难困境，难以到位实施。为改变原有公立医院运行体制固有弊端，新型投资模式——公立医院联姻社会资本已被政府提上医疗卫生体制改革的议事日程。作者旨在厘清公立医院联姻社会资本概念，指出现存问题及域内外先进经验与做法，并针对性地提出相关完善对策。
