基于大病不出县的专科建设4S模式研究

摘要

The key factor of achieving serious disease treating in county level hospital is promotion the special discipline capacity in county level hospital. The common factors of special discipline building include staff, skill, style and system. Based on the analysis on 58 county hospitals, 4s mode of special discipline building in Gaozhou hospital whose medical service capacity was the No.1 was summarized. Some experience such as key discipline selection and building can be referred by other county level hospitals. The other county level hospital should combine their own situation to build technical special discipline or complementary discipline when refers Gaozhou hospital’s experience.%实现大病不出县，关键在于提升县级医院的专科技术能力。县级医院专科建设具有共性，包括基本人才（Staff）、自身技术（Skill）、专科类型（Style）、系统建设（System）共4个要素。课题组经过对全省58家县医院分析，归纳了省内县医院服务能力居首位的高州市人民医院（简称高州医院）的专科建设4S模式，并认为高州进行重点专科的选择、借力和建设的方法，其他县医院可以选择性借鉴。但是要注意差异化发展专科能力，选择打造县域高技术型专科或互补型专科，选择有担当的变革型院长。
