以省级龙头医院托管县级医院构建医疗联合体的实践与思考

摘要

Establishing regional medical group by provincial hospital entrusted county level hospital can optimize medical resources allocation, promote dual referral and rational shunt of patients, promote multi-site physician practice and improve regional medical service level constantly and achieve the goal of comprehensive reform of county-level hospital. Through a brief introduction of Hubei Provincial People’s Hospital entrusting two county-level hospitals, the running status and existing problems are analyzed. Countermeasures in view of promoting medical resources reconstruction, definition stakeholders’ role, optimizing entrusted hospital’s internal governance structure, strengthening policy support and continuous completion medical group function are presented.%以省级大型公立三甲医院托管县级医院模式组建新型区域性医疗联合体，可以优化医疗资源配置，推进双向转诊与病人合理分流，推动医师多点执业，不断提升区域医疗服务水平，实现县级公立医院综合改革的医改目标。通过对湖北省人民医院托管两所县级医院的概况进行介绍，分析其运行成效及存在的问题，从推动医疗资源重组；明确各方角色定位；厘清托管医院的内部治理结构；加强政策引导，增强托管内在发展动力；强化配套支持，逐步完善医联体功能等方面提出省级医院托管县级医院构建医联体的发展对策和建议。
