Objectives: To construct a scientific and reasonable evaluation system of county public hospital, to evaluate the service ability and technical level of county hospitals, to promote the capacity building and scientific development of county hospitals and to provide policy basis for the next phase of healthcare reform. Methods: Using EpiDate to establish the database, using Excel2013 to standardize the data, to calculate the score of each index, and the comprehensive service capability of county public hospitals is compared and analyzed in 11 cities. Results:Medical service capability in most hospitals to meet the basic medical needs of the local people. According to the project requirements of tiered medical services, many counties have not reached in aspects of human resources, medical skill and management mode. It shows that the capacity and medical resources in northeast region is better than the southwest. There is imbalanced development between regions. Conclusions: County public hospitals reform has achieved good results in Zhejiang Province, but from 2013's data, it is considered to improve human resources, medical technology, management mode and social-economic development to further improve general capacity of county public hospitals.%目的:通过构建的县级公立医院综合服务能力评价体系,全面评估浙江省县级医院的整体服务与技术水平,促进县级医院的能力建设与科学发展,并为下一阶段的医改政策提供参考.方法:使用EpiDate建立数据库,用Excel2013对数据进行标准化处理,计算各指标的得分,对11个市的县级医院的综合服务能力状况进行比较及描述性分析.结果:全省139所县级公立医院多数的医疗服务能力能够满足当地群众的基本医疗需求.但对照"大病不出县,县域内就诊率及外转率"等分级诊疗的目标要求,不少县存在明显差距,人才队伍、技术水平和管理模式等核心指标有待进一步提升,浙东北地区的服务明显优于浙西南地区,医疗资源有差异,发展不平衡.结论:浙江省的县级公立医院改革取得了较好成效,但从2013年的数据看,还有努力和发展空间,需要通过人才队伍建设、技术能力提升、管理模式创新、经济社会发展等来进一步全面提升县级公立医院的整体服务能力.
