县级公立医院综合服务能力评价指标体系研究

摘要

目的:构建一个科学合理的县级公立医院综合服务能力评价体系,全面评估县级医院的整体服务与技术水平,促进县级医院的能力建设与科学发展,并为下一阶段的医改提供政策依据.方法:在文献研究的基础上应用专家咨询法(Delphi法)、专题小组法、头脑风暴法等对指标体系的构成和权重系数,指标的科学性、可靠性和可操作性进行了分析.结果:构建的指标体系包括三个层次,一级指标7项,二级指标14项,三级指标64项.结论:运用该体系对浙江省192所县级公立医院进行了测试,在指标收集的完整性与准确性方面反馈良好,可以应用并推广.%Objectives: To construct a scientific and reasonable evaluation system of county public hospital, to evaluate the service ability and technical level of county hospitals, to promote the capacity building and scientific development of county hospitals and to provide policy basis for the next phase of healthcare reform. Methods: Using expert consultation(Delphi), special subject group, brainstorming method based on the literature research, the composition and weight coefficient of the index system, the scientific, reliability and operability of the index were analyzed. Results: The index system consisted of three levels, the first level 7 indexes, the second level 14 indexes and the third level 64 indexes. Conclusion: The system has been tested in 192 public hospitals in Zhejiang province and have got positive feedback on completion and accuracy and can be promoted.
