县域医改县域卫生财力均等化与地方各级政府卫生投入

摘要

The key factor of success for county-level health reform is the government health investment. Firstly, the study explained three requirements for achieving government financial capability equity in county-level. Secondly, the government health investment of Guangdong Province in 2010 is analyzed as well as the problems revealed by those data and the reasons. Finally, some policy suggestions are offered.%随着我国医药卫生体制改革的不断深化,县域正成为医改的主战场,各级财政对县域卫生投入的充足及时,是达到县域卫生事权与财权对等、保障县域改革成功的关键.文章阐述了达成县域卫生财力均等化的3个条件;并以广东省2010年数据为例,分析地方各级政府卫生投入,揭示存在问题,分析原因,提出实现县域卫生财力均等化的政策建议.
