以完善公共体育服务为价值导向，以社会性体育组织如何参与公共体育服务为议题，综合运用文献资料调研、访谈、案例分析等方法展开研究，并得出以下结论：1）恰当处理“官民二重性”，加强监管是社会性体育组织为公众服务的关键；2）公共体育服务的有效供给需要重视体育教师群体的作用；3）社会体育指导员的培训应该考虑群众体育需求的差异性；4）重视部门结构重组，促进业务协同是公共体育服务均衡发展的制度保障。%To improve public sports services as the value orientation ,how do social sports or-ganizations participate in public sports service as the topic ,integrated use of methods of litera-ture review ,interviews ,case studies ,this paper carried out research and drew the following conclusions :1) proper treatment ,"the official public duality" to strengthen supervision is the key to community sports organizations as a public service ;2 ) the effective supply of public sports services need to focus on the role of physical education teacher groups ;3 ) social sports instructor training should consider mass sports need differences ;4) emphasis on sector restruc-turing ,promote business collaboration is an institutional guarantee balanced development of public sports services .
