The City of San Diego (City) conducted a recycled water study (Study) to: 1) identifyopportunities to increase recycling and reclamation of wastewater for potable and non-potableuses; 2) determine the potential costs of implementation; and 3) establish the optimum amount ofrecycled water that could be deployed upstream of the Point Loma Wastewater Treatment Plant(Point Loma). The Study was initiated through a cooperative agreement with the City, the SanDiego Coastkeeper, and the San Diego Chapter of Surfrider Foundation as part of the City'sapplication process for the renewal of the National Pollutant Discharge Elimination System(NPDES) Permit and a 301(h) waiver. The waiver allows the City to continue operating PointLoma for 5 years with chemically-enhanced primary treatment (CEPT) from August 2010 to July2015 .The primary objective of the Study is to develop reasonable alternatives that provide for potableand non-potable use of recycled water for the San Diego area through 2035. This includessupplying areas within the City’s metropolitan service area as well as outside the City boundariesthrough collaboration with neighboring agencies. Estimates of future potable and non-potablewater demands were used to examine the possibility of upgrading Point Loma to secondary levelof treatment. The Study is an integral component of the City’s ongoing water resources planningthrough calendar year (CY) 2035 that includes various other master planning and studies beingconducted concurrently, including the Urban Water Master Plan, the Potable Water DemandForecasts, and the Water Facilities Master Plan.
