Research efforts involved in the development and the standardisation of Universal Mobile Telecommunications System (UMTS) aim at creating an advanced telecommunications infrastructure, which can integrate diverse and incompatible mobile environments into a seamless radio and network infrastructure capable of offering a wide range of telecommunications services on a global scale. This paper discusses the approach used to develop some of the major signalling protocols required for an integrated terrestrial/satellite-UMTS environment. These signalling protocols are based on the Generic Radio Access Network (GRAN) approach and intend to be independent of the radio access network. In order to implement the signalling protocols the representation of the required functionalities, included in different UMTS network elements, is performed using the Specification and Description Language (SDL), while the commercial package Software Development Tool (SDT) is used to generate the C code in order to integrate the signalling protocols in the UMTS network elements.
