The paper puts forward that it is an important strategy to carry out the expansion of railway to logistics for China's railway freight dealing with the challenge of WTO, reforming deeply and implementing sustainable development. The paper also deeply analyzes the necessity and feasibility of the expansion of railway freight to modern logistics, giving strategy object, theory innovation, system innovation, management innovation and technology innovation and their implement measures to railway's expansion to modern logistics.
