While developing B&R, the Chinese government has always integrate the policy support with the technical support, make the livelihood improvement of the mass farmers, especially poor farmers its objective. The realization of this objective need the active participation of enterprises and scientists, thus, the enterprises and scientists have to be benefited too. The multiple participation of government, enterprises, scientists and farmers will enhance and accelerate the development of the B&R sectors.
